74 TRAI's Consultation Paper on Issues relating to Convergence and Competition in Broadcasting and Telecommunications Dated January 2, 2006 January 3, 2006
 

The above Consultation Paper, being issued with a view to making recommendations to the Government under section 11(1)(a)(iv) of the TRAI Act, focuses on the need to bring about convergence in all aspects of regulation of the telecommunications and broadcasting industries. Convergence is a powerful force in bringing about greater competition. A well-designed scheme of regulation that helps convergence can vastly increase the competitiveness and hence the efficiency of the Indian economy. This is all the more important in an era of growing importance of information and communications.

The Consultation Paper draws upon the work earlier done by the Authority on various issues. It also includes the suggestions made by a committee that had been set-up by TRAI to examine the issues in helping the cable industry to provide services based on broadband.

The Paper begins with an introduction to the issues of convergence and competition.

  • Section-1 introduces the idea of convergence and alternative definitions of convergence as well as approaches to convergence.

  • Section-2 looks at the impact that convergence has on markets and regulations as well as the impact on consumers.

  • Section-3 brings out the developments that are taking place in the rest of the world on bringing about convergence in regulation.

  • Section-4 deals with the kinds of problems that are being faced in India today as a result of lack of converged regulation. In this Section the gist of the recommendations of the Committee on Cable and Broadband Services are also briefly indicated.

  • Section-5 brings out the issues for consultation which essentially are:-

    • need for a comprehensive legal framework

    • approach to unified licensing

    • spectrum related issues

    • issues on which suggestions have been made by the Committee on Cable and Broadband Services

  • At the end, the list of annexures are as follows:

76 TRAI's Draft Recommendations on issues relating to Transition of IPv4 to IPv6 in India dated December 20, 2005 December 20, 2005
 

With the increased Internet penetration in the country, newer devices, applications and services are likely to be deployed. This will generate a greater demand of IP addresses by the Internet users in the country. In addition, Internet users are also aspiring for better quality of service, mobility and security while using the Internet. The existing version of Internet protocol, IPv4 seems to be lagging behind in catering to these newer challenges. The next generation Internet protocol, IPv6 has been developed to address these challenges and various steps towards migration to IPv6 has been initiated by different countries worldwide, specially in Asia Pacific region where the shortage of IPv4 addresses is likely to be more acute. In India also Government (Department of IT) has taken major initiatives in this direction by setting up Interagency IPv6 Implementation Group (IPIG) and also a pilot project for IPv6 test bed through ERNET and Academicia. To augment the Government’s efforts, the Authority issued a consultation paper on “Issues relating to Transition from IPv4 to IPv6 in India” during August, 2005 highlighting the need for migration to IPv6, Regulatory issues related to migration, Creation of National Internet Registry (NIR) and Setting up of IPv6 test bed.

The above document is a draft recommendation by TRAI dated December 20, 2005 highlights the executive summary, background, Regulatory issues related to transition from IPv4 to IPv6, Encouragement by Govt. for IPv6 migration, Creation of National Internet Registry (NIR), Setting up of IPv6 Test bed including the annexures i.e. Setting up of IPv6 Test bed, Operational Policies for National Internet Registry (NIR) in the APNIC Region.

In exercise of the powers conferred upon it under section 36 read with clauses (iv), (vii) and (viii) of Sub-section 1(b) of Section 11 of the Telecom Regulatory Authority of India Act, 1997, the Telecom Regulatory Authority of India hereby makes "The Register of Interconnect Agreement (Broadcasting and Cable Services) (Second Amendment) Regulation, 2005 (12 of 2005)". 79 Cellular Subscriber Statistics for the month of November 2005 - Q4 December 20, 2005
 

The subscriber growth of 2.32 million recorded during the month of November 2005 which is once again a record high, being 10% higher than the previous month. The above table gives the metrowise/circlewise/operatorwise  cellular statistics for the month of November 2005.
