Mr. Sibal had a key advisory role with the Indian government on hydrocarbon matters. Under his influence, the DGH had met the needs of the industry, particularly in terms of human resources, by creating a pool of skilled manpower. Sibal introduced an unprecedented level of transparency in bid evaluation, which has encouraged new players to exploration and development.” Roles involved were ? Major Achievement • Successful Marketing of oil & gas block through Road Shows throughout the world. • Increased in Global participation in upstream Industry of India. • Created transparent system for evaluation and award of contracts. • Increased competition in bidding process for oil, gas & CBM blocks. • Brought two of the major finds on production, one onshore by Cairn Energy & Offshore by Reliance in record time and cost. • Developed Directorate General Hydrocarbon as an institution which was globally respected, for its transparency and effectivity. • Created vibrancy in Indian upstream industry. • Was short listed for the prestigious “Energy Executive of the year 2006” award instituted by the Petroleum Economist UK.
