generation capacity of
 163669.80 MW as on
July 31, 2010, which is about 120
times the installed capacity in 1947 (1362 MW). Electricity
generation growth has been steadily improving year after year, and during April
2009 - March 2010, the total electricity generation was about 771.551 billion
units of energy.

opened partially through captive mining route has seen allocation of 208 coal
blocks to private sector, government-owned power generation and other downstream
companies. These coal blocks, however, have had limited success in terms of

Development of minerals in India has been
regulated through the Mines and Minerals Development and Regulation (MMDR) Act
of 1957. Though there are a few legislations meant exclusively for coal
industry, but the MMDR Act is the over arching legislation which governs
development of all mines and minerals including coal mines. Obviously in the

Indian power sector is excessively loaded in
favour of fossil fuel based installed capacity. In fact, the thermal based
power generation constitutes almost 80% of the total power produced. This
includes coal, liquid fuel, gas and nuclear fuel based power generated.
Hydroelectric power generation is not even 20%. Even though, the installed
capacity of hydroelectric power plants constitutes about 21%, the proportion of
