? The MOA for execution of the Project was signed with Govt. of Arunachal Pradesh on 21st September, 2006 . ? Survey & Investigation activities and preparation of DPR could not be taken up due to dominant environmental issues involving Pakke Tiger Reserve. ? The matter was placed before the EAC, MOE&F, GOI with Terms of Reference and scoping, who recommended obtaining clearance from Standing Council of National Board of Wildlife (NBWL) for the area falling under Pakke Tiger Reserve. ? The application seeking permission for carrying out survey & investigation was submitted to the Addl. PCCF (WL&BD) & Chief Wildlife Warden, Govt. of Arunachal Pradesh on 20.03.2008. ? After constant & prolonged persuasions the Addl. PCCF &CWLW vide letter dated 10.09.2009 endorsed the application to the IGF, NBWL, GOI for taking decision as deemed fit. ? Further, as per the minutes of the second meeting of Inter Ministerial Group held on 7/10/2009 to Guide & Accelerate the development of hydro power of the North East, the Corporation vide its letter dated 30.11.2009 has solicited intervention of the State Government in the matter of obtaining clearance of NBWL & Hon'ble Supreme Court. ? Keeping in view the difficulties in diverting forest land under Sanctuary for non forest purpose, alternative studies have been carried out to minimize the submergence area and the Govt. of Arunachal Pradesh has been requested vide letter dated 29.12.2009 for advice for development of the project with reduced Installed Capacity to minimize the submergence area or as deemed fit.

In view of the decision of the Govt. of Meghalaya dated 09.04.2008 regarding non-oprtationalisation of the MoA, all the activities of the project has been held up. ? Signing of revised MOA is yet to be concluded, which is expected to be signed shortly .

Background
The North Eastern Electric Power Corporation (NEEPCO), was incorporated on April 2, 1976 as a wholly owned Government of India Enterprise under the Ministry of Power to plan, promote, investigate, survey, design, construct, generate, operate and maintain hydro and thermal/gas power stations. NEEPCO has the unique distinction of implementing and operating both hydro & thermal power plants from concept to commissioning. It has a record of achievements in successfully completing tasks in the most difficult and complicated of topographical and geological situations demanding the highest levels of knowledge, capability and commitment. To improve the Quality Management System, NEEPCO is already registered as an ISO: 9001-200 Company, NEEPCO has also been accredited with OHSAS 18001 for occupational health and safety risk management system and ISO 14001 for environmental management system.
