Strategic Research on Auctioning of Coal Blocks through Competitive Bidding Route

In 2010, Mines & Minerals Development & Regulations Act was amended to include provision of auction of coal blocks through competitive bidding. However, the discrepancies highlighted in allocation of coal blocks in CAG’s report resulted in the government notifying that the allocation of all captive coal blocks in future will be through the competitive bidding route. The Government of India notified the “Auction by Competitive Bidding of Coal Mine rules 2012” on 2nd of February, 2012. These rules provided a process by which coal blocks would be allocated to various end users.
